The service was attended by a wide variety of people. Members of the regular congregation were joined by visiting clergy and diplomats. The Romanian Orthodox, Armenian, and German Lutheran churches were officially represented, as was the Romanian Bible Society. The service was attended by the United Kingdom, Irish, and United States Ambassadors, and the Canadian Chargé d’Affaires. After the service everyone was invited to a lively and enjoyable reception in a local restaurant, Chez Marie.

The licensing took place within the context of a Eucharist, at which the celebrant and preacher was the Archdeacon as representative of the Bishop.

The new Chaplain swore oaths of allegiance to Church and Bishop, and also to the Queen. The inclusion of the latter oath puzzled some of those present, but is sworn because the Diocese forms part of the Church of England.

Four hymns were sung: Praise to the Lord, the Almighty, the King of creation; Let all mortal flesh keep silence; Be thou my vision; and The Church’s one foundation. These hymns reflected the German, Orthodox, Irish, and ecumenical interests of the new Chaplain.
